HOUSE BASIC EDUCATION COMMITTEE HEARING ON THE PROPOSED CAREER PROGRESSION BILL AND THE ISSUES RAISED BY HEAD TEACHERS

 

Sa kasalukuyang sesyon ng House Basic Education Committee, tinalakay ang mga isyu hinggil sa Career Progression Bill at ang mga pangamba ng mga head teacher kaugnay nito. Ang Career Progression Bill ay isang panukalang batas na naglalayong magbigay ng karagdagang oportunidad sa mga guro upang umangat sa kanilang propesyon.

Ngunit, may mga pag-aalinlangan ang mga head teacher kaugnay sa implementasyon ng panukalang batas na ito. Una, nangangailangan ng malaking pondo upang matupad ang mga layunin ng batas, lalo na sa mga eskwelahan na nasa laylayan at mahihirap na komunidad. Pangalawa, may agam-agam ang mga guro sa kanilang kakayahan na maabot ang mga kinakailangang pamantayan para makapag-angat sa kanilang karera.

Bukod dito, binigyang-diin ng mga head teacher na dapat mabigyan ng sapat na pansin ang mga isyu sa kasalukuyang sistema ng edukasyon bago pa man maisabatas ang Career Progression Bill. Ito ay upang matiyak na hindi lamang ang mga guro ang magbe-benefit sa panukalang batas, kundi pati na rin ang mga mag-aaral.

Sa kasalukuyang panahon, kailangan ng mga guro ang mas malaking suporta mula sa pamahalaan upang maisakatuparan ang pagbabago sa sistema ng edukasyon. Kinakailangan ng malaking pondo para sa mga kagamitan at pasilidad na magpapabuti sa kalidad ng edukasyon na binibigay sa mga mag-aaral. Kailangan din ng malinaw na mga polisiya at gabay upang matiyak na ang pag-implementa ng Career Progression Bill ay hindi magdudulot ng dagdag na pahirap sa mga guro at mga mag-aaral.

Sa huli, mahalagang masiguro na ang Career Progression Bill ay magiging isang solusyon at hindi dagdag na problema sa sistema ng edukasyon ng Pilipinas. Dapat itong magsisilbing daan upang mas mapabuti pa ang kalidad ng edukasyon sa bansa at mas mabigyan ng tamang suporta at pagpapahalaga ang mga guro at mag-aaral.

Evaluating the DepEd Learning Management System

Department of Education  (DepEd) launched the DepEd LMS or Learning Management System last year during the pandemic it is based on Moodle a free and Open Source learning management system.  

Moodle is used for blended learningdistance educationflipped classroom and other e-learning projects in schools, universities, workplaces and other sectors. - Wikipedia

In the 2021 Virtual In-Service Training for teachers conducted last March 15-19, 2021, it experienced a huge amount of visitors which resulted to server error and accessible of the training site. 

the LMS portal via training.deped.gov.ph is a Moodle site also

Is DepEd Website connecting to bam-cell.nr-data.net for malicious reason?

Last Monday, March 15, 2021, I noticed a link on the status bar of my browser and  analyzing the loading of DepEd Philippines Learning Management System (LMS) at https://training.deped.gov.ph. I observed that the site is connecting to a domain called “bam-cell.nr-data.net"

I figured that the site of DepEd was connecting with this domain for malicious reasons. After doing some research on GSE (Google Search engine), I was able to identify the domain "
bam-cell.nr-data.net". 

The Bam-cell.nr-data.net is part of the NEW RELIC (NR)  monitoring system.

The BAM is Browser Application Monitoring 
The Browser Monitoring gives us insight into what happens when your application or site is loaded into your web browser - According to New Relic Site

The New Relic Collects data using JavaScript elements pastes or injected on your own website. 

Browsers report different types of data to help you analyze your website's performance. The Browser agent uses your domain bam.nr-data.netor to transfer data to bam-cell.nr-data.netNew Relic's collectors . - According to New Relic Site

DepEd Website used this browser monitoring in their website for performance and improvement, It is  typically injected or pasted  as part of the HEAD of the html webpage/page containing configuration details.

 After the page finishes loading, an additional script is downloaded from a CDN (Content Delivery Network server which refers to a geographically distributed group of servers that work together to provide fast delivery of Internet content as defined by Google.


So,  Is  bam.nr-data.net a Malware? the answer is that "No it is not Malware!".
